The Demise of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the current period. By day, political struggles are conducted: positive announcements are delivered from various governments. Considerable effort is devoted on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats roared overhead – modern combat jets supplied to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably delivered by partner states. Every deployment shakes the surroundings, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: possibly the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Following this, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv faced the early updates: several casualties, destruction and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are clearly incapable to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new proposal from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This cycle will, no doubt, continue.

Strategic Calculations

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration functions according to a premise familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unfeasible to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does nothing to discourage Russia, through words or deeds, from assuming that the status quo will not evolve additionally in its favour in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but preventing a entire defensive failure until circumstances change in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
